This paper will examine the way in which the NCAA’s ethics programs failed to prevent scandals in the large universities; Penn State, Ohio State and The University of Arkansas. The study will include responses to include each of the school's scandals and how fundamentally the NCAA did not prevent them. Additionally, it will cover the principal ways the NCAA leadership members contributed to the ethical violations at each of the universities. Then, it will move to recognizing the fundamental differences in each scenario for Penn State, Ohio State and the University of Arkansas in the event each of them had an effective ethics program in place. The close of the paper will include recommendations as to the actions NCAA leadership should take to regain trust and confidence of students and stakeholders as well as two HR department recommendations for the universities and colleges that would assist in preventing similar incidents from occurring again.
